"And whoever does not judge by what Allah has revealed - then it is those who are the wrongdoers." (al-Maidah 5:45)
First, their official names are the "Islamic Emirate of Afghanistan" they are part of the Global Islamic Jihad against the Jews and Crusaders.
Secondly, the idea that Taliban don't have technology is ridiculous they have trucks, guns, electricity, television, radios, interpersonal communicators. How is this not "technology".
As-Salamun ala ittabau ala Hudah
Quoting Casey Cartwright:
You will most likely not get an answer from the Sheikh on this, he's quite busy.
I recommend studying Abu Yusuf's Kitab al Kharaj and Abd ul Salam's Kitab al-Amwal also in regards to how the Government finances would be run I suggest al-Mawardi's Akham us-Sultaniyyah. You should also refer to the Sunnah and the Qur'an as to the income and interest and finance.
Hope it helped.
If Shaykh or anybody with Islamic Understanding could add on, that would be lovely.
As-Salamun ala ittabau ala Hudah

THE Taliban hard-liners who rule most of Afghanistan are arguably the world's most vociferous enemies of modern technology. When they aren't busy enforcing the rules that prohibit females from leaving their homes unveiled or unaccompanied by a close male relative, the Taliban religious police roam neighborhoods searching for radios, TV's, VCR's, phonographs, satellite dishes or computers, which are promptly destroyed while the owners are arrested.
