This is simple, the Khilafah State has the obligation to provide welfare, it isn't something that is optional, the law of welfare is new in western countries, but in Islam it's a Divine obligation, lest the Khalifah be thrown out of his position of authority.

I really hate when those stupid women say "I won't be able to dress like that ......"well yes you will, Hijab is not for the disbelievers and only for the Muslim women who fear and obey their Lord, one of the reason of the hijab is to tell apart the free women from the rest, therefore you are NOT ALLOWED to wear the hijab of the Muslim women. And before anyone even attempt to say 'well they are forcing it on the non Muslim women in Saudi arabia, That's NOT hijab, it's a big cloak called abaya and a little scarf, hijab is niqab or for those sisters who don't believe it's wajib, it is the Jilbab, so their argument of "I will be forced...blblabla is nonsense and void.
